Being allowed to serve the german government, or for that matter anyone operating on their budget, is an exciting exercise in bureaucracy, filling out of forms, and repeatedly promising not to be Evil (tm).
Thus, before I was allowed to even see my contract, I was required to sign an assertion that I had not Been Evil - interpreted as a long specified list of functions in mainly DDR that I was not allowed to have had. The next ideologically large hoop came today.
I was called into the office of the Human Resources section of the administration, and told to take a seat. Once sitting down, I was told - with accompanying extracts of the relevant laws - that I'm not allowed to:
- Give out official documents gained through my public office
- Violate the confidentiality of the spoken word as gained through my public office
- Violate the secrecy of personal or business secrets gained through my public office
- Exploit secrets gained through my public office
- Accept benefits above a monetary value of 10 Euro without asking permission
- Accept any bribes
- Violate the secrecy of a secret gained through my public office and with impact on national security
- Commit treason through violating secrecy of information or trust gained through my public office
- Tell anyone about the details of any financial records I handle through my public office
Furthermore, I was informed that should I break against most of these, not only will I be liable for punishment according to the penal code, but I will also lose my job.
In addition to these, I was also informed that my actual contract further specifies that I am dutybound to
- Behave so that it reflects well on my position as a public official, especially act with respect to following laws.
- Keep secrets about my work - even after my position is terminated
- Not let myself be bribed - and clear gifts with the university before accepting them
- Not take any auxiliary jobs unless I clear it with the Human Resources people first
- Accept transfers or delegations of my duty
- Tell the employer about illness-induced absence from work - and provide evidence
- Follow the instructions of my supervisor
To finish up the exercise, I had to vow aloud, finishing with a handshake, the following:
I vow: I will perform my duties faithfully and preserve the German constitution and laws.
